I wanted to download the latest z/Architecture Principles of Operation today (SA22-7832-11) and was greeted with the following web page:

That may well be why they gave you access. Or quite possibly it was a
mistake... :-) IBM has offshored pretty much all that kind of stuff,
and (in my role as an actually, paying IBM customer) I can say that
there are screwups.
