I don't see any instructions after downloading the windows pre-built binary zip file. Where do I extract it to? The zip file only contains executables. Where is hercules.cnf?

Hercules config files are specific to the OS and setup ... its not a
generic file that can be distributed.

More importantly (for me) is that this version fully supports bringing up z/OS 2.3. The IPL wait state is resolved in the SDL version.

I'd be interested to know the story behind that.
Did IBM deliberately put in some code to try
to make z/OS fail on Hercules?

I heard that Microsoft did something like that
to prevent DR DOS from running Windows.

This version also successfully executes a zVM 'SHUTDOWN REIPL' command. Do
not try it on 3.13, as it would destroy your spool files. A 'SHUTDOWN'
followed by 'IPL' works,

Try clearing your browser cache?

And /or, just scroll to the top of the page / search for "Pre-built
Binaries". The most recent build is in the top two links.
