I am trying to understand the rationale for Hercules' code page support.

My problem is that none of these mappings are what I want. I have a TN3270 package that uses MS codepage 1252, and I want my MVS to run as codepage 037.
Now, 1252 is close enough to 8859-1 that I could treat them as equivalent (they're not, exactly; the Euro symbol I don't use but it's wrong), but I can't use 1047 on the mainframe because the PL/1 not character is in the wrong place for me.
What I need is either a mapping of 1252/037 (preferred) or 819/037 (reasonably OK). But neither of these is available.
Questions:
1. Are there any plans to increase the Hercules codepage mappings to include either or both of the above?
2. Can anyone tell me exactly WHERE the default codepage/CCSID for MVS is stored? I have been googling and searching documents until my eyeballs are bugging out and I can't find it. It does not appear to be in SYS1.PARMLIB anywhere, and where else could it be?
