After running "shutdown" on TSO, the system goes through some shutdown steps but after a while I get this message and it will sit there until I issue /Z EOD on the hercules console. I'm not sure what i'm doing wrong.

The last little bit of console output before the stall is below
16.50.30 $HASP097 LINE4 IS DRAINED
16.50.38 STC 340 +BSPRS08I - ..... GONE ....
16.50.38 STC 340 IEE341I MF1 NOT ACTIVE
16.50.38 *CMD SUBSYS - COMMAND SUB-SYSTEM TERMINATED
16.50.38 IEF404I CMD1 - ENDED - TIME=16.50.38
16.50.38 STC 340 *BSPSD999 - Shutting down MVS
16.50.39 STC 340 +BSPPILOT - Shutdown sequence terminated
16.50.39 STC 340 IEF404I BSPPILOT - ENDED - TIME=16.50.39

16.50.39 STC 340 $HASP395 BSPPILOT ENDED
I'm getting a RAKF error dut=ring startup related to my attempting to add a TSO userid - not sure if that could be related at all
RAKF001I RAKF is now being activated
RCVT WAS PROCESSED SUCCESSFULLY
RAKF003I RAKF is now active
RAKFPROF7 RAKF PROFILES UPDATED
RAKFUIDS2 INPUT DATA INVALID OR OUT OF SEQ.
BILL ADMIN ********* Y 00002500
RAKFUIDSX ** PROGRAM TERMINATED **

Thanks for any help or suggestions

RAKF profiles have to be in alphabetical order, did you add BILL at the right place?

Check JES2 devices. Often one will be pending.

You might to ask you question on the right forum. This is a HERCULES EMULATOR support forum, NOT a support forum for whatever IBM operating system you happen to be running under Hercules.

Hercules has several specialized support forums available:

https://fish-git.github.io/html/hercsupp.html

You might want to ask for help there. They could help you better. (Looking at what you posted, I'm guessing the "H390-MVS" forum is the one you want..)
