[hercules-390] Specfying compiler for Hercules Build

I would like to use the intel C++ compiler to build Hercules


so in the directory msvc.makefile.includes in HERC_FLAGS


I specified cc = $(cc) icl but Visual Studio still used the visual C++ compiler
